HOAFF Club Donations Policy Approved 4/1/2002
The HOAFF Board has the responsibility to represent the Club’s members, charter and interests when making donations of surplus funds. By law, the Club's non-profit status requires the Club to not carry over from year to year more than $25,000 in its bank accounts. Otherwise, the Club is not required by law to distribute surplus funds in any particular manner.
The Club has been chartered as a member club of the Federation of Fly Fishers (FFF). The FFF's bylaws require it to foster and promote education and conservation activities related to fly fishing.
To guide the Board in making donations, the Board has developed this policy statement. The Board will consider the following items when evaluating requests for donations.
Size of Donation RequestedThe Club shall not impose a limit on the size of any donation. The Club may commit to programs requiring multiple donations.
Requested PurposeThe Club will look most favorably on requests for donations that benefit the following causes related to the charter of the Club and the FFF. 1. Water Conservation 2. Other Conservation 3. Fly Fishing Education 4. Other Fishery / Conservation Education 5. Warm Water / Cold Water 6. Fresh Water / Salt Water 7. Trout / Game Fish / All Fish 8. Streams 9. Rivers 10. Lakes 11. Endangered species and habitats
Club Financial PositionAny donations or donation commitments made by the Club shall not reduce the Club’s financial position below six months of operating funds.
PrioritiesThe Board will establish written criteria and evaluation guidelines for evaluating and prioritizing requests for donations.
Geographic Areas BenefitedThe Club will give increased consideration for each of the following geographies benefiting from a donation. 1. Kansas City Metro 2. Fisheries used frequently by the HOAFF 3. Regional Causes 4. National Causes
Consultation of Club MembersThe Club Donations Policy and Donation Request Form shall be provided to Club members at least annually. Club member input into the Donations Policy shall be requested at least annually by the Club President. At least annually, the Club President shall solicit from Club members ideas for worthy donations. At the Board’s discretion, the Board may make the written prioritization criteria and evaluation guidelines available to Club members.

Requests received by September 1 each year will be processed in that fall's contribution cycle with donations being made around the first of the following year.
